Towards Digital Justice: Stakeholders Review E-Filing System for FCT Magistrate Courts

On July 24, 2025, the High Court of FCT hosted a pivotal meeting to review and validate the proposed E-Filing and Case Management System (EFCMS) for magistrate courts within the Federal Capital Territory. 

The meeting was convened by the Administration of Criminal Justice Monitoring Committee (ACJMC) and brought together critical justice sector stakeholders to assess the functionality and relevance of Docket Master, a digital platform being co-developed by the FCT High Court, ACJMC, Public & Private Development Centre (PPDC) and Devon Tech. 

The objectives of the meeting were to review the features of the EFCMS system, address stakeholder concerns and feedback, and build consensus for advancing digital transformation within the judiciary.

The welcome address was delivered by Hon. Justice H.E. Obaro, representative of the Honorable Chief Judge of the FCT and Chairman of the Administration of Criminal Justice Monitoring Committee (ACJMC). Her Lordship emphasized the significance of embracing technology to enhance access to justice and strengthen efficiency across the judicial process. 

The event was attended by representatives from the Nigerian Bar Association (NBA), the National Human Rights Commission (NHRC), FIDA Abuja, and the Nigerian Police Force, as well as magistrates from Lugbe and other jurisdictions within the FCT, alongside technical teams from PPDC and DevonTech. 

The session featured a technical presentation and live demonstration by Ireoluwa from Devon Tech, showcasing key features such as e-filing for lawyers and clients, real-time court notifications, document and exhibit uploads, integrated digital payments and seal generation, secure user accounts, encrypted access control, and considerations for offline usage in low-connectivity areas. 

Participants raised critical questions about system accessibility, offline use, and control over digital case files. The technical team provided clarity on these aspects, reinforcing the platform’s security and inclusivity. 

In her closing remarks, Ms. Evbu Igbinedion, Executive Secretary of ACJMC, acknowledged all stakeholders and the developers of Docket Master. She announced plans to equip magistrate courts with computers and solar-powered infrastructure to ensure a seamless transition to the digital system. 

This review meeting marked a significant milestone in Nigeria’s justice reform journey embracing technology to improve access, transparency, and speed in the delivery of justice.
